Level 1 – Voluntary Conservation

  1. When water use exceeds 90% of the current maximum flow rate for three consecutive days
  2. When short-term deficiencies in the City’s distribution system limit supply capabilities

Level 2 – Water Warning

  1. When water use exceeds 100% of the current maximum flow rate for five consecutive days
  2. When water use exceeds 103% of the current maximum flow rate for three consecutive days
  3. When short-term deficiencies in the City’s distribution system limit supply capabilities, such as system outage due to the failure or damage of major water system components.
  4. When the City is unable to replenish adequate volumes of water in storage to provide for health and safety

Level 3 – Mandatory Restrictions
The following mandatory water restrictions shall remain in effect from May 15th thru September 15th or during level 3 water use restrictions. 

  1. Landscape watering will be limited to three times per week, based on the last digit of the service address. Addresses with odd numbers may water on Tuesdays, Thursdays and Saturdays only. Addresses with even numbers may water on Mondays, Wednesdays and Fridays only. Landscaping watering will not be permitted on Sundays. Watering will not be allowed between 10AM-6PM. Properties having multiple addresses will be identified by the lowest address number. If no address number exists, the City Mangers will designate one
  2. Use of water to wash any motor vehicle, motorbike, boat, trailer, airplane or other vehicle is prohibited except on the designated landscape watering days. This washing, when allowed, shall be done with a hand-held bucket or a hand-held hose equipped with a positive shut off nozzle for quick rinses. Vehicle washing may be done at any time on the immediate premises of a commercial car wash or commercial service station
  3. Use of water for the draining and refilling of any indoor swimming pool or jacuzzi-type pools is prohibited, except for water use to refill pools which have undergone repair or are newly constructed
  4. With the exception of golf course greens and tee boxes, which may be watered without restriction, the watering of all other City parks and properties must comply with the three times per week rotation schedule specified for landscape watering.
  5. Wasted water and the use of water for nonessential purpose is prohibited

Level 4 – Water Emergency Conditions

  1. Short-term deficiencies in the City’s distribution system limit supply capabilities, such as a system outage due to the failure or damage of major water system components
  2. Inability to maintain or replenish adequate volumes of water in storage to provide for public health and safety

Mandatory Water Use Restrictions

  1. All requirements of level 3 shall remain in effect during level 4
  2. Landscape watering and residential car washing will be prohibited between the hours of 7AM-7PM and is limited to twice per week. Addresses with odd numbers will be restricted to watering on Tuesday and Saturday. Addresses with even numbers will be restricted to watering on Monday and Friday. 
  3. All water used for construction or drilling purposes is prohibited

Level 5 – Water Crisis Conditions

  1. Short-term deficiencies in the City’s distribution system limit supply capabilities, such as a system outage due to the failure or damage of major water system components
  2. Inability to maintain or replenish adequate volumes of water in storage to provide for public health and safety

Mandatory Water Use Restrictions

  1. All requirements of levels 2,3 and 4 shall remain in effect during level 5
  2. All landscape watering is prohibited
  3. Use of water to wash any motor vehicle, motor bike, boat, trailer, airplane or other vehicle not in the immediate interest of public health, safety, and welfare is prohibited
  4. The filling, refilling, or adding of water to swimming pools and jacuzzi-type pools is prohibited

Level 6 – Emergency Water Shortage Conditions

  1. Major waterline breaks, or pump or system failures occur, which cause unprecedented loss of capability to provide water service
  2. Natural or manmade contamination of the water supply

  1. The City Manager will determine what stage of this plan should be implemented and the specific water use restrictions that are necessary to protect the water system and provide adequate water supply for public consumption and hygiene
